It isn&#039;t as if this issue were taking place in a vacuum. The rhetoric is out there, and there&#039;s not a lot to be discussed. Moreover, as Neowolf pointed out, they cannot deny the use of public facilities on the basis of sexual orientation, as covered by the Illinois Human Rights Act (775 ILCS 5.Article 5):
&lt;i&gt;Sec. 5‑102.  Civil Rights Violations: Public Accommodations.  It is a civil rights violation for any person on the basis of unlawful discrimination to:
    (A) Enjoyment of Facilities. Deny or refuse to another the full and equal enjoyment of the facilities and services of any public place of accommodation; &lt;/i&gt;
&lt;b&gt;That&lt;/b&gt; is why the mayor limited discussion.]]></description>

I think it basically came down to this, there was no way they could refuse this permit without looking like a town of bigots and inviting legal issues against them.]]></description>
