					<description><![CDATA[Personally, I beleive that this isn&#039;t a failure of the system.  It&#039;s just the expectation that gov&#039;t should act at the speed of light, and not at the speed of beurocracy.  I personally think that they&#039;re doing a decent job of getting in there and taking care of things.  Unfortunately, the media just looooooooves to show a dark picture of things.  Remember, if it bleeds, it leads.]]></description>
